Then the next time the On-Screen Keyboard popped up, I noticed it has an Options button bottom row, 3 buttons from the right edge.

Click it and it brings a pop-up window that at the very bottom says “Control whether the On-Screen Keyboard starts when I sign in”. Click that, and it takes you to a screen with a check box that says “Use On-Screen Keyboard”. Then I restarted, and it hasn’t come back since.
