Microsoft office 2016 missing proofing tools free

I have microsoft and I installed x64 version. I keep getting a message saying I don’t have english proofing installed for word. It tells me to download and gives me a link which downloads an office setup file. Miccrosoft takes a couple minutes, then says installed but nothing changes. I don’t know what the problem is or why it won’t download it.

I have looked at those articles already, but they don’t help. Essentially office installed with no proofing installed, and it won’t let me install it. No it doesn’t successfully install. It goes through the officesetup tool and adds nothing. This happens no matter which language proofing I try to install.
